No, he is saying "El negro" (the black, as in black man in this case), it does NOT translated to "nigga" like you said. Such racial slurs don't really exist in the Spanish world. Negro just means black in Spanish and it's not an insult, it's just used as black man, or if "negra" (black in feminine) a woman or whatever it may be. Now, had he said "Un negro de mierda" (a negro of shit) then that's an insult, but such term is used with anything, it's not bound to race either.
